Uber今天高雄汽車借貸宣布與中華民國計程車駕駛員工會全國聯合會攜手合作，率先於 2月在台北地區推出uberTAXI服務，但原本的菁英優步和尊榮優步也會持續。對此，交通部表示，Uber派遣自用車載客仍是違法，最快年後就會被勒令歇業。

Uber今天上午表示，在過去4年之間，Uber推出菁英優步、尊榮優步與關懷優步乘車服務，讓台灣民眾有多種不同的選擇；今年2月，Uber即將於台灣推出uberTAXI，為Uber平台增加多一個選項，乘客未來可以透過Uber App呼叫計程車，享受安全保障、優質、可靠的行程服務。

對此，交通部下午指出，如果Uber只是提供一個資訊平台和空間給民眾使用，沒有對價關係，沒有收取平台費用，也沒有經手車資的金流交易，應該就沒有違法，但如果有經手金流並與司機有對價關係，就必須申請登記為計程車客運服務業。

過去《公路法》針對Uber違法的採用「停業」，但與《公司法》中的「歇業」用詞上不同，經修法已經改為「歇業」，後續執行裁處將沒有爭議。

交通部說，樂見Uber和合法計程車駕駛合作，但非法派遣自用車載客的部分還是要停，該部強制取締立場不變；當第一張裁處書罰單開出後，罰單上也將通知Uber勒令歇業。而根據公路總局日前表示，第一張罰單最快於春節後的2月2日寄出。

交通部昨天舉行團拜，部長賀陳旦力推郵輪產業方案，今年將在郵輪市場衝刺3大亮點目標，爭取港澳、大陸與其他外籍旅客搭乘，希望今年能達到600艘次、100萬人次，比去年的493艘次、75萬人次成長30%以上，讓郵輪產業總產值超過50億元，使台灣成為郵輪產業的重要據點。交通部所屬的台灣港務公司則表示，亞太是世界上三大郵輪市場之一，成長最快速。而台灣占去年亞洲總客源11%，僅次於大陸的47%，可同步發展為郵輪母港和掛靠港，增加就業市場與經濟發展。去年產值為40億元，今年上看50億元。

賀陳旦指出，今年郵輪市場發展會有三大亮點目標，一、旅客及進出港艘次雙成長，將突破100萬人次及超過600艘次；二、在澎湖金龍頭與一家郵輪公司簽約，增加新航點，新增第三家國際性郵輪公司進入台灣；三、落實基隆及高雄二大郵輪母港，使城市與郵輪結合，增加遊客消費力，讓郵輪增加在台採購與就業機會。具體做法上，交通部希望讓國際郵輪旅客能在台採購，並增加就業機會；像去年麗星郵輪在台採購1億元，今年預估2億元，公主郵輪則為1億元。賀陳旦希望郵輪不只是個人休閒，還能跟觀光產業及城市行銷結合。除了本島，交通部還準備發展離島航線，去年港務公司已與兩家外商合作，預計今年簽約，開發澎湖金龍頭碼頭為新航點，在麗星郵輪跟公主郵輪外引進其他國際郵輪公司。賀陳旦指出，要運用郵輪發展觀光，可把航空、海運結合，使用Fly Cruise的營運方式。亦即讓外國遊客先坐飛機抵台，搭乘國際郵輪旅遊，最後再搭機返國，而這種方式最適合高雄這種擁有國際機場與港口的城市。此外，為了方便國際旅客進出，今年1月1日起已對港澳旅客實施「一人兩證」，港澳客可以搭飛機來台，登上郵輪旅遊後再搭機返家；預期今年港澳客會快速增加，從去年的4萬人左右，快速成長到9萬7000餘人。而未來此一辦法也可對陸客實施，畢竟大陸擁有亞太地區最龐大的郵輪客源。(中國時報)
